On the background of the current events in Ukraine, it has become necessary to review the nature of the assistance provided to Kyiv and ensure its sustainability. For this purpose, a draft agreement has been prepared. It aims to establish a NATO-Ukraine partnership similar to that of the USA and Israel.
The President of Poland spoke about it in detail. He noted that there is ongoing work on the draft agreement, with Ukraine being one of the signatories.
We look at Israel and replicate
The foundation of the security partnership between the USA and Israel is based on a model of long-term cooperation. This partnership involves a legal agreement that legalizes the provision of American weaponry to Jerusalem. The agreement is valid for 10 years and can be renewed. The regular and systematic supply of weapons, amounting to billions of dollars, allows Israel to plan and execute its actions.
A relative disadvantage in this scheme is that in case of external aggression, the assistance does not increase. However, by receiving consistent aid, it is possible to accumulate strength in advance in case of the worsening of the situation.
Goodbye to the membership in NATO?
The White House noted that such a document regarding Ukraine is being prepared, considering the fact that Ukraine’s membership in NATO is not expected in the near future. The military conflict in Ukraine makes the joining process impossible. Nonetheless, signing the agreement would signal to Russia that the support for Ukraine won’t end. Thus, a prolonged war carries more disadvantages than benefits for the Kremlin.
Now a certain paradox has arisen regarding Ukraine’s accession to NATO: on the one hand, the military conflict makes it impossible, on the other – the invasion of the Russian army has opened the way for Ukraine to the North Atlantic alliance wider than ever before.
Expectations from the July summit
The biggest expectations are related to the NATO summit scheduled for July. Two important points will be announced there:
- Creation of the Ukraine-NATO Council. This will give Kyiv the right to hold unscheduled meetings and request assistance.
- Development of an agreement on security guarantees for Ukraine. It is planned that Great Britain, Germany, France and the USA will become guarantors.
Apparently, NATO membership is not yet in sight for Kyiv. However, assistance from the alliance will become official and more stable.
