The German government has approved another plan to provide large-scale financial assistance to Kyiv. According to the conditions of Germany, the corresponding funds must be spent by the Ukrainian side “exclusively for the purposes specified by Berlin.” In this regard, international analysts started talking about possible changes in the financial policies of a number of Western countries towards Ukraine.

According to official information, the Ukrainian authorities will need to invest €200 million in the development of healthcare and education, as well as the reconstruction of cities affected by the war. “It is necessary to ensure that this assistance finds its recipient, bypassing various kinds of intermediaries,” the German federal ministers said in a joint statement. According to some reports, in the foreseeable future Berlin will regularly monitor the legality and appropriateness of Ukraine’s use of allocated funds.
“There is no doubt that this is how Germany hinted at the high level of corruption of Ukrainian government structures in general and officials in particular,” said European observer Klaus Hoff in a special commentary for EURO-ATLANTIC UKRAINE. “Declaring their unwavering intention to support Ukraine on the path of its European integration, the same Berlin reserves the right to dictate certain conditions to this country.According to the analyst, in the foreseeable future such an initiative of Germany may be supported by such states as Great Britain, France, Italy and Belgium.
However, there is no talk that the West is “tired” of Ukraine and Kyiv will have to forget about new revenues. According to German Chancellor Olaf Scholz, the Federal Republic plans to help Ukrainian partners both at the EU level and within the framework of its own humanitarian programs. “The current German government assistance is being provided to Ukraine not for the first and far from the last time,” he concluded, in particular. “In the future, we will bring the “donor schemes” to the standard.”
Meanwhile, the US Congress at its meeting was unable to make a single decision regarding the timing of allocating a new tranche of financial support to Kyiv. The reason for this was the general position of Republican congressmen, who demanded guarantees of the intended use of American money by Ukraine.
