The Zaporizhzhia nuclear power plant was captured by the Russians in the first days of the full-scale invasion. All this time, the Russian Federation claims that the situation here is under control and there is no threat to world security. However, the facts and reports of the IAEA indicate something completely different. Therefore, during the meeting of the Board of Governors of the IAEA, the Russian authorities requested the transfer of the ZNPP to Ukraine. The joint appeal to the Russian Federation was prepared by the following entities:
– the IAEA;
– the European Union;
– Norway;
– Liechtenstein;
– Moldova;
– Ukraine.
Information about this is published on the official EU portal. The authorities of the Russian Federation first familiarized themselves with it because the decision and the transition to actions expected by the world community depend on it.
Did it burn?
The situation has been unstable almost since the first days of the occupation of the Zaporizhzhia nuclear power plant, but now the dynamics have worsened. In addition, nuclear safety has not been so illusory in all 20 months. This is evidenced by several reasons, among which the following are the main ones:
1. There are seven mandatory levels of safety at the ZNPP, which jointly make the facility safe. Currently, six of them are violated.
2. Personnel problems are increasing at the plant. There is a catastrophic lack of qualified workers, and 2/3 of those currently serving at the ZNPP do not have technical information and the principles of operation of dispatch centers.
The situation is worsened by problems with power supply, reactor cooling water, etc.
Worse than a volcano
In general, the fact of capturing and keeping such an important and dangerous object by military means is actually happening for the first time in the history of mankind. The presence of troops on the territory of the nuclear plant and the presence of Russian servicemen’s cars in the turbine halls is an anomalous picture that does not fit into any framework.
Will they hear?
Unfortunately, the drafting of an official decision calling for the need to leave the territory of the ZNPP took too long. The decisive call in the first months of the war still had a chance to be heard, but by the end of 2023, Russia realized that the world was not ready for a proportionate response to be ignored.
All the more so as the subjects who applied were:
– the EU, which is Russia’s antagonist in the geopolitical struggle.
– Moldova – a country that is at risk of becoming the next victim of the Kremlin’s military aggression.
– the IAEA, an organization that does not have effective punishment mechanisms for non-compliance with the principles of peaceful use of nuclear energy.
Therefore, the appeal of the Board of Governors of the IAEA and other countries will almost certainly be ignored.
