The Parliament website announced that the President has signed a law providing book certificates to Ukrainians who have reached the age of 18 or to parents upon the birth of a child.
This year, Ukrainians who turn 18 from January 1, 2024, onwards will be able to receive a certificate in the “Diya” app to get the following types of books:
- electronic;
- paper;
- audiobooks;
- special books for visually impaired individuals.
This certificate is valid for one year from the moment the person reaches 18 years of age.
What Amount
The cost of the certificate is 0.3 of the subsistence minimum for able-bodied persons, which is currently approximately 908 hryvnias. These funds are allocated to support Ukrainian publishers, enabling them to publish an additional 1.5 – 2 million copies of books.
Furthermore, similar support is provided to one of the parents or other legal representatives of the child for a year from the child’s birth. The law also includes subsidies for book rental reimbursement.
Who Will Pay
Many were interested in where the funds will be allocated from when the country is critically short of defense funds. Officials explained that all these expenses are already accounted for in the budget, so there will be no additional expenses from the state treasury. Whether any foreign investments will be involved is currently unknown to journalists.
