Should Referendum on Donbas Be: View of Zelensky

The topic of a referendum regarding the Donetsk and Luhansk regions has been gaining momentum in the political circles and media in recent weeks. Ukrainian President Volodymyr Zelensky expressed his clear position on this issue in an interview with the French publication Liberation on July 31.

Ukraine’s Unwavering Position

Zelensky categorically assured that “Ukraine will never give up its territories, as it would be a violation of the Constitution.” He emphasized that the question of the country’s territorial integrity cannot be settled without the participation of the Ukrainian people.

Referendum: Yes or No?

When asked about the possibility of holding a referendum on these territories, Zelensky responded: “A referendum? This should be desired by the Ukrainian people. I will say frankly: this is not the best option, because we are dealing with Putin, and it would be a victory for him if he seizes part of our territories.” At the same time, he acknowledged that liberating territories by military means “costs Ukraine a lot of time and human lives” and admitted that Ukraine may not regain these territories through military means.

Diplomacy as a Path to Peace

Zelensky believes that the return of territories is possible through diplomatic means. “This does not mean that at this particular moment we will regain our borders from 1991, but I believe that a just peace for Ukraine lies in the restoration of our territorial integrity. However, this does not mean that we should only do it through the use of weapons,” the president said.

Readiness for Negotiations

The president also reminded that Ukraine is ready for negotiations with Russia, but there are certain conditions. The advisor to the head of the President’s Office, Mykhailo Podolyak, previously stated Ukraine’s readiness for negotiations, but under certain conditions that would ensure a fair and sustainable peace.

Thus, Zelensky emphasizes the importance of diplomatic efforts in resolving the conflict and returning the occupied territories, emphasizing the need to preserve the territorial integrity of Ukraine.
