Russia Recognized as Main Threat for 10 Years: Moldova Prepares Defense Strategy

Moldova has taken an important step in ensuring its national security by adopting the “National Defense Strategy for 2024-2034” in the first reading. The country’s parliament approved the document on December 26, 2024. The strategy directly identifies the Russian Federation as the main threat to the state.

Why is Russia a key threat?

In the project presented by Defense Minister Anatolie Nosatîi, three main factors are highlighted that endanger Moldova’s sovereignty and stability:

  1. War in Ukraine: The ongoing conflict on Moldova’s borders carries risks of spreading to the Odesa region, which directly borders the country.
  2. Hybrid attacks from Russia: Disinformation, cyber attacks, and other forms of influence are part of the Kremlin’s strategy.
  3. Presence of Russian troops in Transnistria: The unrecognized formation on Moldova’s territory maintains a significant number of military formations that could be used for coercion or aggression.

These threats are recognized as existential, emphasizing their critical danger to the state.

How does Moldova plan to counter the threats?

The new defense strategy envisions a comprehensive approach to strengthening the country’s defense capabilities:

  • Enhancing military power: The government plans to improve Moldova’s ranking in the Global Firepower military strength index. In 2024, the country ranked 144 out of 145.
  • Integration into EU military structures: By 2034, Moldova aims to be fully integrated into European military and peacekeeping structures.
  • Increased participation in peacekeeping missions: The country will enhance its role in EU civilian and military missions.

Government and society response

The summer approval of the strategy by the government and consultations with President Maia Sandu laid the foundation for its adoption. The president has repeatedly spoken out about Russia’s aggressive behavior, including incidents such as the violation of Moldovan airspace by a Russian missile on December 25.

After the final approval of the document, all state institutions will have six months to adapt their policies and structures in accordance with the strategy.
