Ukraine has taken another important step in rebuilding its infrastructure after extensive damage caused by war. Together with Japan, an innovative platform called JUPITeR has been launched with the aim of engaging the Japanese private sector in the reconstruction process. This project opens up new opportunities for cooperation between the countries and allows for the application of Japan’s advanced technologies and experience in reconstruction.
What is the JUPITeR platform?
JUPITeR (Japan-Ukraine Platform for Infrastructure Technologies and Reconstruction) is a unique platform created to coordinate actions and involve the Japanese business sector in the restoration of Ukraine’s destroyed infrastructure. The platform will facilitate:
- Informing Japanese companies about the current situation in Ukraine and the reconstruction needs.
- Coordinating joint projects, particularly in areas such as housing infrastructure, transportation, energy, and waste management.
- Engaging innovative solutions to tackle complex tasks in the reconstruction process.
During the platform’s launch, attended by over 200 representatives of the Japanese business sector, Ukraine’s Deputy Prime Minister Oleksiy Kuleba emphasized the value of Japan’s experience in infrastructure restoration after disasters.
“We hope that together with our Japanese colleagues, we will develop reliable support mechanisms. This will allow us to effectively identify the priorities for rebuilding Ukraine right now,” Kuleba stated.
Japanese Experience in Reconstruction: Why is it Important?
Japan has extensive experience in recovery after natural disasters such as earthquakes and tsunamis. This experience is extremely beneficial for Ukraine, which has faced significant destruction due to war. One of the key advantages is Japan’s advanced technologies that can be applied for:

According to the Deputy Minister of Community Development, Marina Denysyuk, Ukraine and Japan are already implementing several important projects:
- Supply of rails for rapid restoration of railway infrastructure.
- Transfer of communal machinery to the most affected regions.
- Installation of heat pumps for energy efficiency in rebuilt houses.
- Projects for humanitarian demining.
There are also plans to expand cooperation in training Ukrainian transport industry professionals using Japanese expertise and standards.
