Recently, in cooperation with Moldovan law enforcement, the Security Service of Ukraine (SBU) conducted a high-profile operation in Chisinau. They arrested Dmitry Chistilin, the former director of the “Simon Kuznets Institute,” who is referred to as a “Kremlin ideologist.” What is he known for and why is this significant?<\/strong> <\/p>\n\n\n\n

Who is Dmitry Chistilin?<\/h2>\n\n\n\n

Most of us probably have not even heard of this man. However, according to the SBU, Dmitry Chistilin actively worked for the Russian government for many years.<\/p>\n\n\n\n

Dmitry Chistilin was born on October 5, 1964, in the Murmansk region. He received education at the Dnieper State Academy of Construction and Architecture, as well as at the National Economic University in Kyiv. He holds a candidate degree in economic sciences and is a member of several international scientific organizations, including in Russia and the USA.<\/p>\n\n\n\n

He prepared numerous “analytical materials” for the Kremlin, justifying the introduction of Russian troops into Ukraine and the integration of occupied territories.<\/strong> Furthermore, Chistilin, according to Ukrainian intelligence, helped circumvent sanctions imposed against Russia.<\/p>\n\n\n\n

History of Cooperation with the Kremlin<\/h2>\n\n\n\n

Although Chistilin’s name was not frequently mentioned in the media, he was quite influential among circles close to the Kremlin.<\/p>\n\n\n\n

He was an assistant to Sergei Glazyev, a former advisor to Vladimir Putin, and the co-author of the book “Belarusian Choice.” His career includes work as an economist, being a candidate of economic sciences, and a member of the Russian Academy of Sciences. This indicates his deep involvement in Russia’s political and economic processes.<\/p>\n\n\n\n

Chistilin’s Arrest: How Did It Happen?<\/h2>\n\n\n

Dmytro Chystilin, former director of the Simon Kuznets Institute, was detained by Moldovan law enforcement officials as he attempted to return to Moscow through other countries. Prior to that, he participated in an anti-Ukrainian forum. The operation involved the Security Service of Ukraine (SBU), foreign partners, and the State Border Guard Service of Ukraine. After his arrest, he was transferred to Ukrainian law enforcement.<\/p>\n\n\n\n

Chystilin’s Activities<\/h2>\n\n\n\n

Chystilin’s friend, Igor Kaldare, revealed that they had participated together in an international conference on regional security in Bucharest. According to him, after the conference, Chystilin was returning to Moscow to visit his son, and then headed to Chisinau to prepare for the next forum in Serbia.<\/p>\n\n\n\n

Moldovan law enforcement deported Chystilin from the country on October 5th, as his actions posed a threat to national security. He was banned from entering Moldova for five years.<\/p>\n\n\n\n

Serious Accusations from Ukraine<\/h2>\n\n\n\n

Ukrainian intelligence agencies accuse Chystilin of state treason committed during a state of war, and justifying Russia’s armed aggression against Ukraine. He is charged with several serious articles of the Ukrainian Criminal Code:<\/p>\n\n\n\n

    According to the Ukrainian intelligence, Chystilin was preparing analytical materials for the Kremlin, supporting Russia’s armed aggression, and interfering in electoral processes in Europe.<\/p>\n\n\n\n

    Court Decision<\/h2>\n\n\n\n

    On October 8th, a court session was held in Ukraine where the court decided to arrest Chystilin for two months without the right to post bail. Chystilin, in a statement to the media, stated that he does not understand why he was arrested, as he believes he did not break any laws. He declined to comment on issues related to Putin’s war and politics.<\/p>\n\n\n

    What will the precedent change in Moldova?<\/h2>\n\n\n\n

    The most interesting part of this story is that this is the first case where a Russian citizen was detained on the territory of a third country at the request of Ukraine.<\/strong> Up until now, Moldova maintained a neutral position on such matters, but the situation changed just 10 days before the presidential elections in the country. Chisinau is showing support for pro-Western forces, which could have an impact on the political situation in the country.<\/p>\n\n\n\n

    Why is this important<\/h2>\n\n\n\n

    The arrest of Chis\u0327inov could be the first in a series of similar cases. Precedent law could work in favor of Ukraine, allowing the detention of pro-Russian activists in different countries.<\/strong> This step also indicates that Moldova’s elites are beginning to shift their attitudes in favor of the West, amidst increasing confrontation with pro-Russian forces.<\/p>\n\n\n\n
